WASTE COUNCIL
STANDING ORDERS
Establishment
T
he National Construction and Demolition Waste Council has been established by the Forum for the Construction Industry on the recommendation of the Task Force B4-(Recycling of Construction and Demolition Waste) as approved by the Minister for Environment and Local Government in his letter dated the 11th December 2001.
Object
T
he Council is set up as a voluntary industry body. The role of the Council is to provide a framework to achieve compliance with the policy and targets as set out by the Minister for the Environment and Local Government in the Policy Document 'Changing Our Ways' and such other policies as may be set from time to time by the Minister. The Council will seek to implement the recommendations of Task Force B4 'Recycling of Construction and Demolition Waste'. The Council shall also carry out research, prepare action plans and give advice and guidance in relation to all matters of Construction and Demolition Waste and shall also make recommendations on the measures/steps that might be taken to ensure compliance with statutory requirements.
Representation
T
he Council shall comprise those organisations represented on the Task Force B4 together with such other parties recognised as having a significant contribution to make. The initial membership of the council is as agreed by the Forum for the Construction Industry and outlined in appendix (i) below. Future changes in representation and the admittance of new bodies to the Council shall be agreed by the Council. Nominating bodies may nominate an alternate and such persons may attend and vote at meetings in the absence of the member.
Chairperson
T
he initial Chair of the National Construction and Demolition Waste Council shall be agreed by the Forum for the Construction Industry. Future Chairpersons shall be selected by the Council. A Chairperson's term of office shall be for an initial period of two years which may be extended by hte Council subject to a maximum period of five years.
Deputy Chairperson
The Council shall select a Deputy Chairperson. In the event that the Chairperson is not available, the Deputy Chairperson will be asked to deputise.
Meetings
The Council shall meet quarterly and as otherwise determined by the Chairperson in consultation with the Secretariat. One third of Council members shall be necessary to constitute a quorum of members at each meeting. A notice of all meetings shall be given by the Secretariat at least 10 working days prior to the meeting. The agenda for each meeting shall be agreed between the Chairperson and the Secretariat and members may request the inclusion of an item not later than 13 working days before a meeting.
Voting
T
he decisions of the Council shall be made on the basis of a simple majority of the members present. Every member shall be entitled to one vote on a show of hands.
Casting Vote
I
n the event of a tied vote on any issue the Chairperson shall have a casting vote.
Decisions of Council
D
ecisions taken by Council shall determine the policy of the National Construction and Demolition Waste Council and shall be implemented by the Secretariat. All Council decisions shall be binding, decisions cannot be rescinded within six months except by a two thirds resolution of all of the members of the meeting. The Secretariat shall maintain a record of all decisions made by Council.
Steering Committee
A
Steering Committee shall be elected to direct and assist the Secretariat in carrying out the work of the National Construction and Demolition Waste Council. The composition of the Steering Committee which shall not exceed a maximum of six persons shall be determined by the Council and will include as ex-officio members, the Chairman of the Council, a member representing the Department of the Environment, Heritage and Local Government and a member representing the Construction Industry Federation.
Sub-Committees
T
he Council may establish sub-committees to assist the Council in particular areas of work. The membership of each sub-committee shall be nominated by the Chairperson and approved by Council. Each sub-committee may include outside experts and shall be chaired by a member of the Council.
Annual Progress Report
T
he Council shall publish an Annual Progress report and shall furnish a copy to the Minister for the Environment, Heritage and Local Government.

Recommendations to the Minister

The Council may from time to time make recommendations to the Minister for the Environment, Heritage and Local Government. All such recommendations shall be approved by Council.

Changes to Standing Orders
A
ll changes to standing orders shall require a resolution of Council supported by two thirds of all members of Council.
Secretariat
T
he Council shall be assisted in its work by a full-time secretariat. The secretariat shall implement all decisions of the Council, assist the Council in the development of policy and carry out the day to day administration of the Council. The Secretariat will consist of an Executive Officer and administrative support staff. The Construction Industry Federation is providing the Secretariat.
Executive Officer
T
he Executive Officer shall work with the Council to implement the agreed work programme, carry out research and policy development as directed by Council and shall administer the affairs of the Council on a day to day basis. The Executive Officer shall also work closely with the Steering Committee and shall report on a regular basis and as required to Council. The Executive Officer shall be entitled to attend all meetings and speak on any issue but may not vote.
